Investigation Underway After 14-Year-Old Allegedly Used as Surrogate in Oklahoma

Authorities in Oklahoma City are investigating a deeply troubling situation in which a 14-year-old girl, now 15 and pregnant with twins, may have been used as a surrogate mother for her own family. The case has raised serious legal, ethical and child welfare questions as investigators work to piece together what happened.

The Oklahoma City Police Department began its inquiry in December 2025 after responding to a report of a possible sexual assault involving the teenager at an apartment complex. A referral from Child Protective Services (CPS) soon revealed that the girl was expecting twins — and that authorities suspected the situation may be linked to her mother and her mother’s 36-year-old boyfriend.

Allegations and Statements from Court Records

According to police and CPS documents obtained by local news outlets:

  • The victim was identified as a 14-year-old at the time of the initial report and is now 15 and due to give birth later this month.
  • CPS indicated that the father of the twins could be the mother’s boyfriend, though paternity has not been legally confirmed.
  • When interviewed, the girl’s mother reportedly told investigators that her daughter “desperately wanted additional siblings,” and that she and her boyfriend “wanted children together” but the mother could not conceive due to a tubal ligation.
  • The mother denied allowing any sexual contact between the boyfriend and her daughter, but police obtained a search warrant to collect DNA from the boyfriend to determine paternity. It is not yet clear whether that DNA was collected.

Even if no sexual assault occurred, legal experts note that any surrogacy involvement with a minor is highly irregular and problematic, and existing Oklahoma guidance suggests gestational carriers should be adults.

Protective Custody and Whereabouts of Adults

Following the investigation:

  • The teenager and another child were placed into protective custody by CPS.
  • Neither the mother nor the boyfriend has been arrested at this time; court filings show the mother left the state for California after the children were removed. The boyfriend’s whereabouts remain unknown.

Authorities have not yet filed criminal charges as the investigation continues. Police and CPS officials say they are reviewing evidence to determine whether any sexual abuse or exploitation laws were violated.

The case has ignited public concern over how it was allowed to progress, as well as broader discussions about child protection and the bounds of surrogacy laws in the U.S. Experts point out that pregnancy at such a young age carries medical risks and that minors cannot legally consent to reproductive decisions.
